White Bellied Sea Eagle - Nesting pair

 This individual was a young adult. Nevertheless was already breeding. I have heard some sea eagle started nesting in year 4 but I have not encounter this myself. Start to think that the claim may have some ground. The other pair was a full grown adult. Can this be a male? This remain a question I need to find out more.
